i'm getting like half a picture of the symbols i think... there's no white border on the bottom, the symbols are just cut off.

google hobbit runes you'll get this rune generator maybe it helps. it's really hard though cause the runes are cut off

To answer my own question, Rocketman and Aia, apparently.
PS: "The Painful Plateaus?" Really? You mean, like, a flat-topped mountain that causes harm or distress? I don't get it. Although once I saw this really bad movie on TV where there were these aliens that were infiltrating a human mind and the affected human (a little boy) kept having alien-inflicted dreams about this plateau called "Death Mountain" or something so the oblivious parents were worried so they set to to find the plateau and they found it and there were ALIENS!!!!!!!!!
So... yeah, the "Painful Plateaus," now I get it, it's from that movie.
