My thoughts about this poem are that the "banner" is a flag, which helped start a revolution which caused independence in a year ending in 45. I believe that the target is not from Texas, for the Texas flag was made in December 1836 after Texas became independent. Therefore the beginning of the Texas revolution could not have been under its flag. However, I may be misinterpreting the poem, and this is my first post on a Scioly assassination game.
This clue could point to Texas, for Texas is the second largest state, Mexican policies like the Law of 1830 provided the conditions for a revolution, a flag was flown at the Battle of Gonzales (the first battle of the revolution), and Texas became independent causing divergence to thrive. In addition, Texas achieved its goal of being annexed into the United States.
