According to the Code of Ethics and General Rules "All pre-built devices presented for judging must be constructed, impounded, and operated by one or more of the 15 current team members unless stated otherwise in the rules."

So all 15 team members can contribute to a particular build even though only two present it. Is that correct?
yes that is correct
Although in practice, it's fine as long as it's student-built.

In practice, many of the top teams "student build" using the arms, brains, and other body parts from adults.

Opinions expressed on this site are not official; the only place for official rules changes and FAQs is soinc.org.
It's legal so long as its built by one or more students on that team. I've seen far too many examples of a device built entirely by "student 16" who didn't fit on the team, which is NOT legal.

Electronic components

I assume anything that is not specifically ecluded is allowed. For electronic components, I assume standard componets that are not programable are allowed. That is, we can use resistors, capacitors, inductors, transistors, transformers, relays, ... but no programable ICs. I also assume an adjustable component such as a pot or variable capacitor is acceptable.

I would point you to general rule one, which supports this interpretation.

I think this year's device is going to be quite a bit bigger than last year's (20 to 30 cm more in total). I'm at a 30mx30cmx40cm right now and have completed 6 of the 9 tasks (plus completed start and final) I´m attempting for now. Everything should fit inside this box.

Top teams will still make some combination of dimensions to get all 90 points

I have mine as 24.5 x 29.5 x 35.5.

Assuming I haven't made any really stupid mistakes, it should be fairly easy to get all the tasks to fir in this space.

Have you attempted the 3 ima pulley yet? It requires the counterweight to travel at least 30 cm to lift the weight the required 10 cm. If that fits in 35.5 vertical cm, that's amazing.

Who said anything about a counterweight? :)
