He was outside, stargazing. I heard him mutter something about the Orion Nebula as I walked right up to him and tapped him on the shoulder. He spun around, took one look at me and tried to back away. But I was quicker than he was, and shoved him to the ground. He aimed a kick at my shin, connected, sprang up and took off as my eyes watered from the pain. I sprinted after him. He led me on a chase through Scioly before I finally cornered him in a dead-end alleyway. Nowhere to run, nowhere to hide. "You've eluded me twice," I said. "Third time's the charm. Good-bye, EAST." I drew my revolver and fired. He slumped to the ground, and I walked away, reveling in my victory.
At long last, I claim my first officer casualty. Now only three officers and five accusations stand between me and triumph. Will you rise to the challenge, or will you fall as well?
Excuse me while I clean all this egg off my face- the line was supposed to say "the watcher of the rising sun will see his life set before his eyes", but I missed a word in my encoding [since I had to do it by hand]. Forgive me.
The two times I referred to a cell phone or just a plain phone in my story were meant to direct you towards using the letters on a 9-digit phone keypad, with the first digit being the actual number, and the second being the number of times you would have to push that button to get the desired letter. You solved the clue all the way up to the last bit; "watcher of the rising sun" referred not to Japan, but to someone actually watching the sun rise. And what direction does one face to watch the sun rise? EAST, of course. [The Women's World Cup final with Japan playing was a badly-timed coincidence. I had this clue lined up for a while, as it is one of my personal favorites, and I will admit that I timed it rather poorly.]

The clue, while possibly being vague and badly timed, was sovable with the part decoded.

Meh, I agree the clue was solvable though not very specific(mostly due to the bad timing)
