Who in the forums is from Kansas? It seems to be a recurring theme in the clue.
Also, the sassy isn't a minor from what I can distinguish from this clue.

Clue seems to be:
I saw HugoTroop mention a traffic Cone in the Discord the other day. Mostly because the photo of the St. Louis Arch he took was rather pathetic and the traffic cone featured was almost equal in relative size. A shame that he's dead.
I traveled to France a number of years ago. It was quite nice, actually, albeit the standard of living in the urban areas was less than ideal. Spoiled Americans, I guess. The food was amazing, though. Funny enough, while I was there, I met up with someone from Kansas who just happened to be eating breakfast at the same place that I was. Anyway, Paris was just amazing. A lot of wholesome conversation with taxi drivers as well. I should mention that I was traveling with my family since I was a minor at the time. As much as I would have loved to tour the whole country, out schedule was a bit too tight for that and Paris was the only place we really stopped. My father did joke about visiting Champagne, though, for 'authenticity' reasons. An interesting remark, considering he isn't that big into wine. We did spend a couple days in Geneva, though. It was beautiful, and I'd love to live in Switzerland if only I could be competent in any of the languages spoken there (being French, German, Italian, and Romansh). I think I got sick from eating fondue because in Europe there is no requirement for the pasteurization of dairy. I think. Maybe I'm actually just lactose intolerant.

Rule number one to get exalted is to not ask for exalted lol (Basically just contribute a lot to the wiki or be superrr involved with the forums, like for example how sciolyperson1 has been helping to run smec)

Two things that popped out to me, ' My father did joke about visiting Champagne, though, for 'authenticity' reasons. An interesting remark, considering he isn't that big into wine'. and also, maybe try checking the discord for the lactose intolerance.
