This is an interesting question I'm not sure anyone has calculated yet. Here's my stab at it:

Tasks selected and corresponding points:
a - 100
d - 20
e - 20
f - 30
g - 30
h - 30
i - 40

k - 50
l - 20
m -250
= 640 points

Assume this is at Nationals, and ideal time = run time = 120 secs
= 240 points

2 of the tasks had self measured IMA = 20 points
8 tasks had self measured distance (note task k did it twice) = 80 points

All TSL stuff is correct = 100 points

Less than 30 mins to setup = 50 points

10 kg lifted in task l = 100 points
1 kg lifted in task m = 100 points

Finally, the tricky part is the task l bonus for height. Assume the weight is lead, 10 kg = 882 cm^3. Assume this is a somewhat flat plate ~ 1cm x 30 cm x 30 cm (which would take up 3/5ths of the floor of the device). You lift it magically up a very steep ramp almost to the very top of the device, which = 79 cm of travel (in reality this is very unlikely to be possible) = 79 points

Grand total = 1409 points

In reality I think the max achievable score is going to be around 1300 at Nationals, less at States and Regionals.
Yes,but you can not be scored for all of the a-m tasks
Am I correct in this?

Good catch! You can only have 8 intermediate tasks.

True, but the bonus task, starting and ending tasks don't count. Note I didn't list ALL the intermediate tasks, just 8 of them.
Thus:
Task a - starting task
Task d,e,f,g,h,i,j,k -8 intermediate tasks
Task l - bonus task
Task m - ending task

A question concerning the State Tournament.

The time can be anywhere between 60 and 90 seconds. Are there any set increments for the time, or can it be set at any number between 60 and 90?

The rule (6 b.) concerning timing for mission possible at nationals states "Between 90 and 120 seconds at nationals (time announced after impound)."

Does that mean that they will give us a number (i.e.103 seconds) and then we need to adjust? It doesn't say this for Regionals or State.

It does not state this for regionals and states.
Correct, however 6.b. also lists a range for States (60-90 seconds). The same applies there. Only Regional tournaments have a set time.
