The list can be found here. Essentially each state organization receives one bid per division. The remaining bids (currently up to 60, although it has been different amounts; for example, it was 54 in the early 2000s) are allocated to states in order of the number of teams registered; the largest states will get a second bid. This is done separately in each division (as you can see by looking at the team numbers, which are also given in order of the number of teams registered). To the best of my knowledge, a state organization can decline their bid, in which case the next largest state with one bid will get a second one, as happened very late during the season in 2011, when DC dropped their bid and Minnesota got a second one in Div C (the tournament finished roughly one and a half months before this occurred). This is also division-specific; this year New Hampshire declined its Div B bid, so Washington got a second one. Additionally, an individual team can decline a bid, in which case the second place team will go in their place - if I remember correctly, this happened in Oklahoma a few years back.

Wait... why does Minnesota get the next bid? They're like 5th in line according to the nats pdf, which has Wisconsin next after Indiana:

Minnesota also only has 66 teams registered for Regional tournaments according to their state site http://www.minnesotaso.org/ while Wisconsin had 83 looking at avogadro Regionals scores. 3 of the other 4 states ahead of MN don't have accessible data on their sites but WA, the one just above MN in priority according to nats page, has 72 according to their Regional results: http://www.washingtonscienceolympiad.com/scores.html

Yay, I've been waiting for these...

I wonder why there are many more prizes for Division C than Division B. They should try to provide an equal opportunity for both divisions, even though Division is a bit (just a bit) harder, and has more high schoolers.

Because high school students are closer to being on their own (read that as being broke and desperate) and therefore more help is allocated to them.
