I'm not sure what you mean about last year's rules (I always had the washer between the head of the bolt and the attachment base), but if you read the previous discussion, there's no bolt/washers this year for the attachment base, it's been replaced with a j-hook. You'll slip your boom over the j-hook and attach the loading block and you're good to go.

I still don't understand the set up with a J hook. Does one just have their boomilever dangle from the hook since it isn't secured to the wall? I'm quite confused...

Yes the boom will be dangling on the hook. Nothing else on the testing wall gets adjusted/modified/touched by the students at all.
