Nah, that's not age-appropriate. The first sentence of section 3 says first year high school courses and goes on to highlight the inorganic/general chemistry concepts that may be expected. Organic reactions isn't one of them! I'd frame your studying around the topics in section 4. That's plenty.

Would we ever have to have any Ka or Kb values memorized?

I don't think it is expected... But it probably isn't against the rules to do it.

Sorry if that sounded blunt, but I really do believe the best way to do well in this event is to stay sharp.
Because a lot of the material is taught in the AP Chemistry curriculum, simple/stupid mistakes can cost you several places, which is why being rough around the edges at competition is not ideal.
If you don't know some of the concepts, just grab a chemistry textbook (pref your school's AP book) and start reading the chapters on equilibrium, acids/bases, solubility (with solubility products, etc.). I think the other basic stoichiometry/reaction types is covered in Chem I. If that didn't make sense it will when you look in the table of contents...also, know your descriptive chemistry

If you already knew everything that I said then just ignore me

Will this event be around next year?
