It's the pokemon mansion cause if he is on the west side of the region and south from pewter city is gonna be through pallet town and south through the sea to cinnabar island.

it's also known for being abandoned, so I think this is the Cinnabar Mansion the sassy is talking about.

It was Team Rocket's old hideout, where they conducted experiments on -i think- Mewtwo. You need a key to get in the Mansion. You can also find a gym leader with Fire-type Pokemon on the same island, as well as encounter MissingNo in the Red/Blue/Yellow versions while sailing to the right.
