Theres 2 ways to make a binder. Theres my friends way, which involves copying and pasting things from the internet, and that works sometimes, but for me, theres too much information and it takes too long to find what youre looking for. For my way, I make each page with a template like:
Physical Description
Range (time range of when it lived)
environment
behavior (mode of life, stuff like that)
and extra.
For each order (or class or suborder), put some information about when the group as a whole lived, anatomy, behavior, and stuff like that.
2009 events:
Fossils: 1st @ reg. 3rd @ states (stupid dinosaurs...) 5th @ nats.
Dynamic: 1st @ reg. 19thish @ states, 18th @ nats
Herpetology (NOT the study of herpes): NA
Enviro Chem: 39th @ states =(
Cell Bio: 9th @ reg. 18th @ nats
Remote: 6th @ states 3rd @ Nats
Ecology: 5th @ Nats

So i'm assuming each page is about the fossilized animal such as an insect. What types of animals do we have to know about?

Foraminiferans (these are protists), Bryozans, graptolites, corals, arthropods, brachiopods, mollusks, echinoderms, fish, reptiles (including dinosaurs), birds, mammals, and certain plants.
2009 events:

Dynamic: 1st @ reg. 19thish @ states, 18th @ nats

The classification goes as far down as genus, but not to species.

Its also good to use the internet. Just try to use more than one source.

good luck!! i'll make a binder in september once the final rules come out.. and once i know that i'm ACTUALLY doing this event... knowing my luck it will probably be at the same time as reach for the stars so i wouldnt be able to do it :(
