I haven't solved it yet, but here's my train of thought. The clue obviously has to do with Troy High School. It could be Prelude or someone else from South CA, but that seems a bit too vague. But I was looking through the CA wiki, and apparently the 2006 South CA runner-up to Troy was "University High School". University is a synonym to institute. I doubt this is a coincidence, but I don't know who it's targeting.

Edit: Another thought; Troy University is in Alabama. Troy High School could just be a red herring.
