Surely someone on your team has some sort of building material such as legos or k'nex, and you can even get unorthodox too; last invitational some of the materials used included beads. Nearly anything will work.

Yeah I remember last year they used marshmallows and toothpicks.

at the conestoga invite this year, it was knex, a couple legos, and a popsicle stick.

At our invite, we had stickers. Three different colors, two different sizes.
I hate stickers.

Pipe cleaners, paper clips, thumb tacks, styrofoam balls , drinking straws - just go to the dollar store and pick up anything that comes in multiples, preferably with different colors.

Go to your state SO website and find out what material you will be using first. Most likely, you will be able to get materials at a dollar store. The materials I used was legos, and I had some in my house to practice with.

are you allowed to use a coordinate-plane system, like (3,6)? Would that count as symbols or is that their "proper use"?

Hmm... I think you would be able to, I'm not sure what situations that would apply to, but if you did, you might want to at least explain it at the beginning just in case.
