In my Circuit Lab binder, there is a section that says "Shock Value/Circuit Lab." I am fairly certain that it was printed from some website and put into the binder. On a sticky note on the title page, it says "already in the binder." Does anyone know where I can find this pdf?

Nope, no clue what you're talking about. If your school has a team Dropbox, Google Drive, or the like, I would try looking there.
Personally, I always find it helpful to research things myself and write down the important things, rather than copying and pasting, especially from someone else's binder. When I do this, I end up learning things as I research, minimizing time I spend flipping through the binder during the test. :D

If you go to the scioly wiki there are a few tests underneath the Shock Value name in 2014 (circuit lab was called Shock Value in 2014).

Ok, this may sound a bit sad, but I have a question.

I am a beginner for circuit lab and I just *can not* figure out how to use a multimeter, if anyone could help me it would be much appreciated.

Does anybody know a good way to learn this event really fast, I got thrown into this event 1 week before a competition and would like to do well

Khan Academy. It is the thing that helped me learn basic electricity and circuit analysis the most. After that, browse practice tests and Google/Wikipedia anything you don't know.
If you have more time or are at a higher level, I would suggest finding a high school physics textbook or two. These usually have pretty good information, though they do tend to be a bit dry and/or complicated, depending on the grade level.

It is very hard to find all of the formulas that you need for circuit lab online, so I would recommend making one. Then again I don't know how soon you need it.
