So this design is valid under the rules, right?
- unmodified 1 L bottle with a paper cone on top to satisfy the "rounded" portion, and ping pong ball sits on top of that

I'd interpret the rules such that the paper cone rocket needs it's own rounded top and then the ping pong ball would have to go on top of that. The needed for the blunt rocket tip is that it's expected to come down apart from the ping pong ball. Read 3.b. Rule 3a reads that the bottle must have "a standard neck height from flange to bottle's opening of under 1.6 cm."
What exactly does it mean? It is talking about the screw part of the bottle? I have a bottle that has a screw part height of less than 1.6 com, but the next extends another 0.5 downwards before widening out. Would that be a rules violation?

Cool! Another question: Can part of my rocket separate during its flight? (For example, if fins fall off my rocket would that be a rules violation?)
Also, I keep breaking my 3-d printed nosecone when the rocket falls and hits the ground. What materials are y'all using for the nose cone and fins?

There is no mention of this in the rules. Therefore (General Rule 1), there isn't a penalty if the fins fall off your rocket. Note rule 5g though - if anything at all hits the roof, a basketball hoop, fan or whatever, you get tiered.

We are using custom made launcher and it fits but how about at competition?
