The numbers are easy. Each pair of numbers corresponds to a letter (A=01, B=02, etc).

THE KEY IS THE THE NEWLY OUTDATED REPOSITORY OF ALL KNOWLEDGE AND WISDOM AND THE SHIFT IS HALF OF THE ANSWER

Any ideas?

Im going to assume its a keyed ceaser cipher the question is what the heck is the newly outdated repository of all knowledge and wisdom? an encyclopedia that just got updated?

this is the definition of repository:
1 : a place, room, or container where something is deposited or stored
2 : a side altar in a Roman Catholic church where the consecrated Host is reserved from Maundy Thursday until Good Friday
3 : one that contains or stores something nonmaterial <considered the book a repository of knowledge
4 : a place or region richly supplied with a natural resource
5 : a person to whom something is confided or entrusted

If you use a keyed caesar shift with "Encyclopedia Galactica" as the key (the Hitchiker's Guide replaced the Encylclopedia Galactica as the "repository of all knowledge and wisdom") and 21 as the shift, you get this:
Though he or she may not know it, the root word of my next victim's username comes etymologically form the german word "to spark." At least, it probably does - some say it comes from the word for "decayed."

ok heres what the translation site my german teacher says to use says:

my teacher says always click on the german word to make sure it translates to what your looking for in english. However the assassinator might not have know this so it could be any of them

You guys are all geniuses. I don't know how you figured that all out, but it's impressive.

Anyone know German? I guess the assassinator is interested in German... who on the forums is german or otherwise knows it?

Actually, alternative suggsetion: perhaps the assassin doesn't know anything about German, but instead just looked up some etymology of some word? I guess that limits the scope to people whose name include a real word (yay - I'm safe!)... all prominent forum-goers with a word in their name should look it up and report back!

i only know a wee bit of German, but im not the assassinator

but, fmtiger takes german and was the one to use german in a clue for my assassianation.
