Rip, I'm very late to this game. I'm pretty sure angry moo moo is the correct protect, but the baconian cipher could allude to someone in code... I think jimmy-bond asked a question in the question marathon about the baconian cipher and pepperonipi was the last poster in the thread and I'm pretty sure that's a baconian cipher too.
As to the signature, maybe it refers to an ID clue with the 5th clue? Or possibly 2 targets? Because castling moves two pieces...?

Also, the only person who posted a baconian cipher on the code busters question marathon using the same style of encryption as this clue is hippo9.
As for the castling stuff, I think it's meant for the different pieces tied to the officers rather than the number of targets.
I still think it's a wierd coincidence that Things2do posted in an inactive chess forum just after this game started

Alright I don’t think hippo has been sassy before and for such an experienced player it’s high time he be sassy. Based on gut feeling I think he’s our culprit

I remembered that and thought it might be a hint... I find it interesting that EAST's move in it was listed here by the Sassy...
