Ummmmm IDRK but I'm going to guess latent heat is released when the air near the ground condenses and forms dew because of the state change from gas to liquid. (I think..................................)

I would've explained it as hot wire thermometers work by measuring the amount of energy it takes to keep the wire at a constant temperature and so the wind speed can be determined.
