Sorry, that's bad French.
First of all, "pigeon" is a noun that means lateness. To say late, as in the adjective, you need to use "en pigeon."
Second, unless the adjective describes beauty, age, goodness, or size, it goes after the noun that it modifies.
So "Happy late Birthday" would be more like "Bon annivarsaire en pigeon." Although I'd rather use "tardif," which means "belated." "Bon annivarsaire tardif."
