What do you mean? I'm going to assume you mean that you looked at some answer key and saw a latitude of something like 45N 38' 19" +/- 3" or something. Which means the real answer is the exact value given before the +/-.
But it would be unfair to expect people to measure the exact value and agree with the person who wrote the answer key, so in questions like that graders usually allow for an acceptable range of error to show you knew how to do it, you just used a slightly different measurement or something. Thus the +/- means that any answer from 16" to 22" would have been accepted as correct in my example.

It's when a highway bypasses a town/city, and a business loop goes parallel through it. For example, say Interstate 80 goes around a town, then Business Interstate 80 would go through it. This is slightly different than a side route such as Interstate 280.

well...usually you have to have a graticle tick mark, sector #, you need to know azimuths/bearings, and drawing symbols
