It does, however, if you are adding weight, that decreases time too. In addition, in some cases, the hole actually increases time slightly. (Faster deployment + more stable) Of course, the size of the hole is something to experiment with. Generally, you want the smallest hole that still makes the parachute deploy fast + remain stable in flight. There're also other ways of venting that you can play with.

Hmmm really? Does your rocket use fins? I have huge fins on mine so that might help it? I've never quite had the problem... Yes, our rocket has really large fins.
