I've been reading that 3/2 of the parachute's diameter is a good length for the shroud lines, but it feels too long... Any thoughts on the lengths or is 3/2 actually optimal?

To be considered blunt, the rocket must pass through rule 3.c. Basically a bottle cap must be placed on the nose, and as long as the inside of the cap does not touch the nose, it will pass. See the rule for the specific bottle cap dimensions.

Does anyone know how to prevent larger parachutes from collapsing in on themselves? I have a 25 cm radius parachute that works perfectly, but when I tried making a 40 cm radius it had a tendency to partially collapse a few seconds after deployment, making mostly useless. Any suggestions on how to fix this?

first, check that there isn't any static cling on it. The static cling issue can be solved with some baby powder or cornstarch. second, the parachute might be too heavy for your ping pong ball. Maybe try a lighter material or possibly add some weight to the ball? In addition, be careful if you decided to go the (inferior) adding weight route, as recent SOINC FAQ stated that "No, a weight of any kind may not be added to the ping pong ball." However, if you choose, you may be able to get around that by just using tape to add weight.
