I don't see a requirement in the rules, but FCC regulations generally require some form of identification on the device and prohibit using it without the required info. Understanding the requirements can get complicated. Whatever came with the device
should be ok. Just make sure you read the manufacturers instructions and do not remove any labels from the controller.
The standard disclaimer applies: To be sure, contact the organizers of the tournament you will compete in for an answer.

Does anybody want to hear about the most retarded event supervisor in the history of robo cross?
At state she glued the goals to the board, and then taped lips onto them so people that pushed stuff in could keep the stuff in. For a robot that dumps (mine) it spelled disaster. We still won because our super sharp flipper blade cut the goals out of the mountain of hardened epoxy. We didn't get a perfect score, however because the big goal still had tape and residue on it and got stuck to the robot.... Wow... and she even said that the rules saying that you may move the goals was only a suggestion....
Do you want to hear the worst part? When our coaches went to complain, she told them that we had been bad sports with no team spirit because we said that we should be able to move the goals...
Another weird thing is that the event was closed, and no spectators were allowed in.

thanks
she also started talking to us (about our strategy) while we were running and then she deducted 2 seconds off of our time because of it...
that was the fairest thing that she did all day....
