First, I would remark that this is consistent with past years. They did not shortchange teams this year after recognizing teams in the past.

To actually address your question, I think their goal was to strike a balance between moving quickly through the 20 team awards they had to announce and recognizing each team appropriately. If I remember correctly, the ceremony had already been going on for two and a half hours. Personally, I think they struck the right balance.

Correct. This has been the standard way we do things for MANY years now. It's all about the time available.

Oh, I see now. It seems that I simply didn't notice it at the 2016 award ceremony.

Looks like it's the average ranking for teams in both division at nationals by state, using all available records.
