I usually take about 15 of the 20 minutes to "do it".

No, I usually have 5 minutes left at the end. Usually I reread the directions to double check everything with my extra time. I don't know if it's a good idea to waste tie-breaker time checking it.

well, like when I did it I doubled checked after I did that part of the instruction. So like I didn't double check after I finished everything but I double checked as I went along and it kinda worked because we finished like 4th or 5th orsomething but whatever you want to do is good......

Well I do double check as I go along, I don't just speed through the instructions. Usually if I go through the instructions, I'll find maybe one thing I overlooked, or something that got jostled while I was building something else.
I think I just figured out the problem for myself. If I leave when I'm done and have n points, then I might have a better time then everyone else with n points and beat them. But, if I double-check and find a correction, I'll have n+1 points and be guaranteed to beat everyone with n points.
The only problem is that if I don't find anything to fix, which isn't rare, I've wasted my tie-breaker time for nothing. Grr...

I've never heard of any writer who can consistently finish writing early. Of course, it depends on the event, but still, you pretty much always need the entire time to write- and since there's no advantage to finishing writing early, you can always add more information.
My partner usually took about ten minutes to "do"; I don't know how/if she double-checked. Usually, I put things at the end of my writing like "Look it over, make sure it looks like a _______." or "The whole structure should be flat on the table. If not, go back and check." There were a couple events where I didn't have time to put those reminders, but in competition I think I always managed to.
