I took a taxi to downtown Scioly and let myself into a vacant apartment. I had called the police station earlier with a complaint about the apartment's supposed residents, and knew that the officers would not be long in arriving. However, instead of one officer outside, as was the norm for responses to minor disturbances, there were three. Apparently the Scioly police department had found a good use for their grey matter and decided not to take any chances after the last murder. I knew I couldn't win a fight that was 3 versus 1, so I slipped away quietly through a back window and a fire escape, leaving the officers to knock pointlessly on the door of an empty apartment.

Very good twototwenty, you figured out the key to the cipher and decoded it. The cheat code that "any gamer" would know is the Konami code ( ↑ ↑ ↓ ↓ ← → ← → B A), one of the most famous codes in the history of video gaming. From there, the clue was threefold:
"With the internet, Torshavn's country..." -- Torshavn is the capital of the Faroe Islands, country code .fo.
"...a sect of Buddhism..." -- Zen Buddhism is a school of Mahayana Buddhism. This was probably the hardest part to figure out on its own, but it would provide nice confirmation if you solved the other two parts.
"...the opposite of a god" -- As chia correctly realized, "god" spelled backwards (i.e. its opposite) is "dog".
Therefore, fozendog.
The observant among you will notice that it is five hours past the deadline. This was intentional -- I wanted to give you a few extra hours to work on the clue to. However, it appears that you didn't need the extra time anyway.

On the ID clue... I think illusionofconfusion might be right about the first one being a reference to the movie Twister. This one emphasizes the nineties, which on its own obviously doesn't narrow anything down much but maybe is a pointer to look at the date the movie was released - 1996 - which might be more useful? It could mean that the assassinator was born in '96, which should point to someone who will be a junior or sophomore next school year.

Edit: a Google search for "x5 or x6" lead to something about a line of BMW SUVs which were "recalled due to leaking power steering fluid", and clicking "I'm Feeling Lucky" on a Google search for "bmw x5 x6" always leads to the same article for me... though I can't get anything from that so it might be the wrong direction entirely.

ID Clue: What I wondered was why they were all in quotes? I searched the internet and found nothing other than this site that quoted them directly. The only other thing notices were that the words "Nineties" "begins" "Here" "globe" and "dire" were all italicized, which I am sure bears significance...I will probably worry about that later.
Kill Clue: Apparently, an issue reported about the series of SUVs which included the x5 and x6 was that they make a "bang" if not stopped correctly...when I searched "BANG! x5 or x6" and pressed the I'm Feeling Lucky button, I got a forum post about this. That's all I have for now.

They're in Pacific time zone, having been five hours past. In Central Time zone, they posted at 11 pm, and, 5 hours before that is 6 pm, or 4 Pacific time.
