Rip, this was how I *almost* caused an accident on the highway... I was on the outermost lane and couldn't merge onto the main highway because the car behind me (in the lane that I was trying to go into) was driving at around the same speed I was... so right before I was about to reach the shoulder, I just stopped. You're supposed to stop far enough back to get your speed up again if you can't get over before your lane ends.
