The Great War had begun.
The Triple Alliance of 1882 was Germany, Austria-Hungary, and Italy... The Triple Alliance of World War I was The Ottoman Empire, Germany, and Austria-Hungary.

From what I understand(I may be wrong, I'm no war history buff) the Triple Alliance became the Central Powers in World War I, with Germany, Austria-Hungary, Italy, Bulgaria, and the Ottoman Empire

You would be wrong. Especially considering Italy helped the Allies in World War I. Italy was originally in the Triple Alliance as a defensive act, but Italy dropped out when Germany and Austria-Hungary declared war on Serbia. The Ottoman Empire took Italy's place in the Triple Alliance and later Bulgaria joined in too.

Well this is obviously one time pad, but nothing seems to work to solve the cipher.
