I'm pretty sure they're measured in percentages, but no units.

Speaking of prevalence and incidence rates, anyone know the difference between the two?

Prevalence is a measure of the total number of cases of a disease. Incidence is the rate of occurrence of new cases.

I looked around, and it seems like there's an equal split between people who put it as percentages and cases per 100,000. Is it okay if I use both on the test? For example...

Ans: 449 cases per 100,000 (.449%)

I believe it would be 0.449%...
If they specify which to use or use either in a question, I guess just go with that. I think the way to calculate should be out of 100,000 though.

Taken directly from Wikipedia:

"For example, the prevalence of obesity among American adults in 2001 was estimated by the U. S. Centers for Disease Control (CDC) at approximately 20.9%. In plain English, "prevalence" simply means "extent", but in scientific English it means "proportion" (typically expressed as a percentage) ."

Directly taken as well....

"Another common way of expressing prevalence, particularly if the prevalence is low, is as the
number of cases per 100,000 of the population. For example, it is easier to
state the result as `66 cases per 100,000 people' than to say the prevalence is
0.00066."

I think you can actually make it out of 1000 in such cases.
