EDIT: Also, it seems to me that the first note contains a surprisingly large quantity of hyphens. It could be someone in NYC because the NYC flag is prange, blue, and white.

Navy Blue, Orange, and White are the colors.
LCTN = Location.
30N, 95W is Houston, TX.
We need something blue, orange and white in Houston.
