My team took a surprising and disappointing 17th at Regionals this year--we contacted the proctor of the event, who told us we were tiered for not following the directions. Barring anything we forgot to read, the directions commissioned us to perform an experiment testing the effect of stress on a paper clip. Given K'nex, Legos, Lincoln Logs, rubber bands, and paper clips, we pulled 1, 2, 3, 4 (IV) rubber bands a total of 10 cm when attached to the arm of a paper clip, and measured the arm of the paper clip's displacement.

Did we not follow the given directions?

You definitely followed the directions o.o that's unusual. I don't know what went wrong :(

They could have been angered that you only used 2 of their materials (rules require 3).

However, the ruler SHOULD and usually would count as a third.

I have the rules as saying the students must use at least two of the materials...

The stuff you measure with isn't to be counted in with the materials.

However, using not enough materials shouldn't result in tier two, just docked points. (I think, I don't have the rules with me)

The only thing that would result in a tier violation is if the experiment isn't on topic. Everything else is just a missed opportunity for points.

The rules state:
"The students must use at least two of the provided materials to design and conduct an experiment."
2014 Rules, Section 3, Paragraph a, Lines 5-6

If I was judging I would have tiered you.

Yes, and the provided paper clips and rubber bands were used. Two provided materials.
