Normally "vertical stab" is called rudder or if two are used at ends of stab they are called tip plates.
Do angle rudder to create turn. Its best not to use a tilted stab if possible even though this is very popular way of turning the plane.
Most people that want fast way of changing circle size do it by means of rolled fuselage and boom where connector can be twisted.
You might try a horizontal tube and post on one end of rudder or same setup on stab itself for changing only rudder/tip plate angle. This would be better than tilting stab from my experience. The problem will be making the tube post strong enough to with stand air force during flight.
It's best to built tip plates straight on stab. Then angle whole stab to outside of circle. For rudder it can be angled only but whole stab
being angled will still be better for less drag.
All rudder have curvature because there is a space between covering and other side of wood spars. This causes lift in this case to side. All ways place the covering on outside of plane's circle so it doesn't fight other points of turning.
Concerning design its better to have too large of rudder for stability sake. Angling leading spar from front.....back toward top will reduce frontal drag. Curving the same is even slightly better. Another step is to sand off the edges but be careful not to weaken whole structure too much.
On bigger note the idea is to use as little as possible from any one turning point to turn the plane. Excessive over use on only one or two places to turn the plane will create a multiple increase in drag lowering flight time. Consider all places that will turn the plane, except stab tilt.
Start with rudder/tip plate angle of 1/8 inch go into gym and adjust angle for normal size gym you will be flying in. If you get into place later that can take larger circle, need smaller or because air turbulence needs smaller circle adjust by suggested horizontal
tube. Most people that want fast way use rolled motor stick and boom that can be twisted to angle stab. Otherwise you are stuck
with circle unless something is un glued and moved. Which would mean at that late date at the contest if you move anything all your data is useless and any adjustment would likely reduce you flight time because other turning point would be out of sink.
