Okay, well, "Magnum" has been mentioned on SciOly as a bone (hand and skull), something to do with robots, and a gun cartridge. I couldn't find an active user with a username that has anything to do with a gun. As for robots, there's Robotman, but he's an admin. I also couldn't find anyone that has anything to do with bones.
Not with SO, it's a satellite, rocket, the name of lots of cars, some musicians, a television series... a lot of things.
It is capitalized, and Sassy has had pretty good grammar so far.

2. Officers may protect one person per clue.

By the way, I assume that it's one person each - or is that wrong?

Oh, just had a thought - I hope it's not Harry Potter related, because I've never read it (although I do love reading).

Doing quick google searching has led me to a type of ice cream, a photography company, and a drama... hmmm there was a clue about actors in the last game; maybe the target has something to do the actors involved?

‌•In the above article, there are the following quotes: "Other characteristics specific to Magnum are his thick mustache, a Detroit Tigers baseball cap, a rubber chicken, and a variety of colorful Aloha shirts.", and it is stated that an "Orville Wilbur Richard "Rick" Wright (Larry Manetti)" is one of his main companions.
‌•The Detroit Tigers and "Wright" led us to someone related to Detroit, Michigan and Wright Stuff (which is an event).

Ok, my suggestion right now is fifty_missions because-

1. Running off Magnum PI angle from Person
-Actor who plays magnum is Tom Selleck- fifty_missions ends his posts with "Tom"
-Wright- fifty_missions is active in wright stuff and elastic glider
2. Magnum with a science context can refer to:
- a spy satellite https://en.wikipedia.org/wiki/Magnum_(satellite)
- a rocket (that never made it past the design phase) https://en.wikipedia.org/wiki/Magnum_(rocket)
- a galactic nuclei telescope https://en.wikipedia.org/wiki/Multicolo ... Monitoring
All of these relate to space- fifty_missions lists his occupation as "Marketing and Design Engineering- Aerospace"

Still doesn't address the "Without this target" part of the clue though.
