How did Conestoga split up their teams? It looks like a pretty big difference between them and Penncrest

Those are some really interesting results. I wonder how Wilmington's other team did. As well as some of the Northeast teams (I believe North Pocono and Stroudsburg were also there, but I could be wrong).

Does the states schedule remain the same every year (with new events filling in for their replacements)? Or is it completely new every year?
This would be helpful because then we could create our states schedule very early.

The schedule does not stay the same every year. While some things may stay the same you can't count on it. Last year was the first year it was on a Saturday which gave flexibility to planners since fewer classes were in session. Also this year there is a new site coordinator which could change more things. You will just need to wait until March to find out what conflicts you might have.
