Section 3 of the
scioly.org/rules says that the Device includes
optional detachable passive Arm end effectors
But in Section 6.g.V it says that
Any end effectors are moved by anything besides stored energy in the Device
So, can end effectors be moved by motors like a Claw or can it only be moved by the Arm itself and must grab Items through adhesives or something like that?

I believe the intention to be that non-electrical pieces such as a box can be moved by the claw into competition area, but the piece being moved cannot contain any means to move on its own. However you should submit an official clarification on sonic.org

Thank you for your prompt reply. Indeed, with such small Items this year, I do hope that a claw mechanism would be allowed. I submitted a Clarification on the official site. Thank you. =)

Not official, submit clarification, etc...
The way I read that, a passive end effector could (maybe, not official) for example have a motor in it, but could not have power such that it can do anything when not attached to the arm.
It certainly cannot move around on the board by itself.
I'd expect that it shouldn't respond to say a remote command.

As far as I know, There will be no printable layout. I suggest you make your own.
As for the scoring spreadsheet, that's easy enough to make also. I wouldn't plan on it being posted.

A layout is almost always posted, it just takes some time to get it ready.
Same with score sheets. They probably won't be posted for another few weeks, since most contests won't start till next year. It's pretty much a given, they've been posted for all the builds for several seasons now.

I don't know why the spreadsheet won't be posted. It has been created and currently being beta tested.
