well the way i figure, they will probably have a basic setup at comp with a gauge on the pump, so if i use that, then i wouldnt need to worry about that little extra or little less air that goes into it anyway because i wont be able to get that exact at comp.

No...but consistency is important when comparing one thing to another during testing.

Not that a few PSI would make that much of a difference though. The trick's going to be a good, stable rocket that's only as heavy as it needs to be so that height is maximized, and a reliable recovery system (biggest parachute that you can get to deploy reliably). Getting the egg in a small capsule that separates from the rocket will be huge.

Right, so there is more focus on the actual rocket and how that's going to work than how you're going to get air into it. so thats why I'm saying a simple home-made launcher should be fine as long as it works.

Does anyone know if the rules limit the size of parachutes?

i didn't see anything about that, and i don't know why they would limit the size, though the size is limited by how much you can hold in the bottle, and i don't know if they still have the weight restriction

What does the statement in the rules "Any type of free-fall recovery system is allowed", mean? Does free fall mean that you cannot use aerodynamic devices to slow the decent?

It doesn't say that you can't, so I assume that it would be OK, although this will most likely have to be addressed via clarification.

it probably depends on what type of devices, but i think it would be allowed
