Somehow I think there will be a rules clarification about this.

The wheels have to fit in a 25 x 60 cm box, so I guess you could go wide with a short axle spacing. The can is about 15 cm wide and you would have to allow a bit of clearance space. It is also about 17 cm high so you are getting rather tall to clear it.
Typical short axles are either wobbly or quite heavy. I guess that you could cut down some scrap LP records and have a thru axle on top.
Next, how would you drive it? Brake could be a string type.
I think that the whole rig is going to be overly heavy which makes speed and braking difficult.
Do not forget that the 1/4" dowel has to start on a center point and the finish point is also on center line. Unless you have a hinged dowel support, you will still have to run a curved line because the can is on the center line.
If you do build one, I would sure like to see a picture of it.

The rules say that the can is weighted, so forget about pushing it. If you hit the can you are almost guaranteed that you will miss the center finish point.
I do not remember reading that you can not go over the can, but can not see a good reason for it. The negatives far outweigh the positives of doing that.
