Sorry, never copeted in this event before, so can't give M any E-tips.
If by any chance you want help for competing, I can help. Read the Meteorlogy wiki on this site, then get a college textbook used, Meterology Today is a very good one. If you can't find the info in there, you can google it. Sites like The Weather Prediction are very helpful.

I have a question about storms. Are tornadoes considered a type of storm?

Yes, they are. Technically, they are a structure of a supercell thunderstom, but "yes" is probably safer than "no".

from what I've seen so far this year (and previous) I have gathered a few tips:
1) Study the graphs extensively, (especially stuve, skew t, etc.) as they come up a lot and are helpful at pointing you into areas that you need to study.
2) proctors really like to have fun with the "weather phenomena" topic, especially photo identification. the following phenomena are quite common to expect:
-green flash
-inaqueous (spelled it wrong of course) rain
-haloes, sundogs, etc.
-rainbows (fire rainbows, moonbows, brokenspectre)
-light pillers/sun pillars
-weird cloud formations (mammatus, lenticular, mackerol, etc.)
-snow rollers and the likes
-belt of venus
-etc.
3) know your precipitation types
4) know conversions/units. (mixing ratios, adiabats, relh, dwpt, etc.)
5) know how to predict stuff
6) atmosphere will come up alot
7) instrumentation
there is a whole lot more, just read the rules.

What do you mean by rare cloud formations?
I'm going to guess different accessory clouds, or like Pyrocumulus and Noticilucent. Yeah, that fun stuff.
Now for my question:
How can I learn METAR? I think I know the basics, but I've seen so many variations. Are there rules as to what kind of METAR they can use?

This is my first year doing Meterology.
So, basically, the test will be over the stuff in the Rules Manual, but will there be more advanced topics not listed in the Topics? If so, could you tell me (from what you've experienced) those topics? Of course, I'll learn the topics listed, but I'd liked to know the more advanced topics. Thanks!

You're free to study whatever in whatever depth your interest leads you, but the subtopics listed in the rules are what you may be tested on. All things considered, there is plenty of material there. Just the instruments alone and how they work is complicated stuff.
