The bad grammar/caps/punctuation seem to be unintentional...my English teacher would probably have a fit if she saw that.

Also, I doubt the first paragraph was typed directly into the text box on the forum because the quotes are like this- “officer”- instead of the straight quotes the forum uses- "like these". What does that signify? Probably nothing, but it's interesting.
