The %27 is indeed how an apostrophe is encoded in a URL, so that leads me to believe that the warnings have something to do with URLs (either on the forums or otherwise). The warning numbers are 1417, 38418, and 130173, but they don't mean anything in any code that I've run them through (separately or combined). The warnings themselves are worded somewhat strangely, as they purposefully exclude apostrophes (I will not instead of I won't, I am going to instead of I'm going to)... coincidence? Who knows.

We know that the first clue was given in the first post, but it doesn't allude to the assassin's identity. There's no information on the forum profile, either. I'm probably not going to be super helpful with the whole solving clues thing, but since anyone can participate I figured I'd lay down what's been established so far.

There is a CTF (cs/cybersecurity) currently being hosted by WWPN, perhaps there's a connection?
