Where do you see that?
I think the operant word was omitted from your quote: "without any annotations or labels affixed." You can't, for example, affix a sticky note to your notesheet with additional information or annotations. Anything on the sheet itself should be fine.
That makes way more sense, I was very confused as to the purpose of that rule--makes me onder how much of a problem that was in the first place to be an official rule :O
