Getting a later start and brand new to this. Would this kit work as a good starting place for the buggy? Is this allowed? Bad idea?

That's not a bad start. It could be useful for understanding how to build a car from scratch. The only catch I see is getting that to brake. Idk how you will be able to do that. I recommend you use this kit sort of as a proof of concept, then I suggest you build a car from scratch, as from my limited experience, I can guarantee you that a car that is well built from scratch will by far outperform any kit.

This is my first year doing Battery Buggy or Electric Vehicle, so I was wondering how do you use a DC motor to rotate my threaded axle?

buy a spur gear with the appropriate bore size and then clamp it down in between two nuts (what we did), or you can try to use some sort of adhesive...

remotes aren't allowed.

Just for future reference, please at least read the rules ONCE prior to posting questions on the forums....
It is explicitly stated what can be done in the rules so taking the time to actually read it would be a great idea.

Any switch that you can activate with a pencil. My students ran into a little trouble with this at the Rustin invitational. They had a typical "light switch" type of switch - but the way it was oriented, to turn it on with a pencil (and JUST a pencil - no hands to steady the vehicle) required a significant "poke" - the judge was concerned that the act of flipping the switch would provide a propulsive impulse. Fortunately for us, the supervisor was kind and let my students take the switch off and install it backwards, so the switch-flipping motion was against the direction of motion.

Next time, we'll use a switch that takes a lot less force to activate.

Consider using a push button switch like this:
