I don't think it's the URL that's the problem, my computer doesn't allow me to visit that site.

Attachments appear to be disabled, though they usually aren't; it might be a remnant of the forum update. They're normally in a tab next to "Options", in the section below the Save draft, Preview, and Submit buttons.

Yep, Options is the only tab shown there, nothing next to it.

You need to put the file extension, like so:
