We had it laser cut by Ponoko out of plastic that was the same thickness as the penny.

To Jander more specifically:
I know that this is not the place for official clarifications and such etc etc...
Under the SO laser policy: "Laser and high-brightness LED devices are intended to be operated under the control of a human operator at all times"
Would an aiming laser aimed at the target turned on and off autonomously by a robot be illegal?

Yes, it is illegal and you've quoted the exact section it violates.

In terms of Idaho, the highest scores were 501 and 117 (Mine).

Was this using National scoring? I don't believe that the state scoring allows for anything above a mid-400.
