Idaho, you are starting to get on my nerves.
You are correct.
As for the prior clues,
I have not used a cipher since clue 2.
Doctor was not killed by the impact crater clue.
This was the second meteorology clue I posted.
You shall get clue 6,
As well as a self clue,
Tomorrow.

Just asking, the Assassinator can't lie in his/her cover-ups, right?

The assassinator should never blatantly lie, just twist the truth around. That doesn't mean they won't, though.

Civilians lie all the time by saying 'I am the Assassinator!' The Assassinator has the right to lie as much as he/she likes. The only time they MUST tell the truth is on a formal accusation or protection.

It's taking a while for the clue to come up, eh?

Yes, technically you are right, but its very unusual and highly frowned upon if an Assassinator outright lies. Remember this is a game, it might give an Assassinator a huge advantage to outright lie, but nobody would appreciate it when the game ends, and they'd very likely never get another chance to be an Assassinator.

To All,
I have had to deal with a very serious family emergency today, that superseeded the importance of making the clue.
Needless to say, I have had a very heart wrenching afternoon and evening. I will do my best to post tomorrow morning.
Please be patient.
