I like using the mobile app as a quick reference but will it come out quicker this year, ideally at the same time as the rules book? The 2016 Div B rules android app wasn't posted until October 3rd.

We hope so. It's really out of our hands. Apple has to approve all apps for posting, and sometimes it takes a very long time to get it approved.

I wasn't aware that Apple had to approve android apps too ... Google apparently approves apps much faster, so hopefully we can get the Android app quickly even if the iOS version takes longer.

No, Apple doesn't approve Android apps. And yes, the Google approval process is very quick. We just want to release them both at the same time, so we hold back the Android one waiting for the iOS one to be reviewed.

Thank you for the explanation. An interesting problem. From the perspective of natural selection of the fittest (and economics theory) uploading both apps at the same time might encourage Apple to speed up their approval process to catch up with Google, rather than artificially delaying the android app release.

I can't answer the first question, but the events in the Google doc are as close as it gets, with the possible exception of the topics for each rotation.
