It says, guess what, you have to know the stellar evolution of variable stars! NOW you can say you have to know everything :P (see, the last two years it was only half of everything).
Oh, what joy. I ONLY have to know everything about the universe :D Can I perhaps have the link to that powerpoint? I feel like it could be a powerful resource.

Sure: http://www.aavso.org/science-olympiad-2013 is where I got it from. If you have any other questions I recommend asking them on the Astronomy forums (or Z would usually say check the wiki and all as well). But yeah...I've researched past rules, and it seems like the event tends to have a slight focus on whatever the DSOs are about, but at the same time it could probably take into account a lot (so good luck, study up, and have fun!).

The powerpoint is for the 2012-2013 season. The very last slide describes next year's event. You can find info on some of the included types of variable stars in the powerpoints from the last 2 years. However - be aware that the specific related DSO's will change!

Draft rules are given to all coaches attending the SO Summer Institute as it is a testing ground for new rules/events. So get your coaches to sign up for the Institute. ......But not this year, it's sold out.

But you could go to the summer institute in California! There's a thread on here about that somewhere...

Since it is sold out and only a few nationwide are able to attend, is it possible to get a copy from someone attending the Institute?

I wouldn't recommend doing anything significant with the draft rules that are provided at SOSI. We oftentimes tweak them before publishing. They always come out around Sept 1 in the official form.

But having the draft rules would be REALLY NICE :)))))) just to you know, get like a general feel for things especially for "new" events like Complex Machines or Bungee Egg Drop. Also, just out of curiosity, who's idea was it to name an event "Cow-A-Bungee"....I'm not sure how the cow fits into the scheme of things.
