I've been going 8m in 3 sec. but for some reason it lost speed at states. :?:

Maybe either batteries or batterie case. Also check to make sure that your gears are meshing.

For the threaded axle spring, how long should it be? I don't know much about why it prevents skidding or anything. Just that it is almost a necessity.

The point of the spring is to slow the car down so it will have less momentum to skid. If your car doesn't skid it is unneeded. It should be long enough that it will slow the car down enough to prevent skidding but short enough to compress fully each time to keep consistency.

Is it allowed to have an obstacle outside of the track width?

What do you mean? Is what allowed to have an obstacle outside the track width?

Like having the tape not being flatten out and having the event near a wall to challenge those who have exceeded the track width and since there is no penalty.

I'm not sure what you mean, but the track can have any surroundings. It can be as close to a wall as they want as long as the published width is not infringed upon. They can do anything that it does not specify in the rules.
