The balloons stay because of the tension of the balloon being wrapped around the wheel! You could glue it I guess, but it might mess with the material etc. It should stay fine under elastic of the balloon unless you have super small wheels. How big are your wheels?

A standard balloon should work, but if you want a tighter fit, you might want to try and look for the smaller balloons to cut treads from. There are always rubber bands, but in my experience, the balloon has worked best.

I think you don't want to cut off a sheet since there isn't a natural curve to it that would make it want to stick to the wheel. I haven't tried this before, but from my elementary, middle, and high school experiences playing with balloons and making rubber glove art, I think you might cut off the opening of it just to enlarge it, then wrap it around the wheel. One side of the wheel will be entirely covered. Be careful while cutting and wrapping not to tear the balloon.

What you do is you lay the balloon flat and cut across the center of the balloon (around the thickest end so the ring you get is uniform). Cut to whatever width you like, as long as it is enough to go across the width of your wheels and a good amount over the edges. You should have a ring like a super thin rubber band, and now you stretch that around your tire like a tread. It should be even so there is some over the edges of your wheel, and it should just stay.

In Scrambler rules, it mentions a weighted #3 can...I've competed In this event twice before but have never come across the can or bonus points during the competition. The bonus part is vaguely described in the rules. Can anyone help me decode the message?

I find it odd that you haven't seen the can and you have competed twice (unless you mean twice before as in last season?). The can should ALWAYS be there

That IS weird...were they official competitions or invites? The supervisors might not have read the rules.

Just submitted a question (Can rubber bands be stretched (e.g. stretched rubber bands used to secure objects) as long as they do not contribute to the energy used to propel the ETV?) to the FAQs because I could see the rubber band FAQ affecting teams that use rubber bands or similar elastic materials as tires.
