I have been getting around 15-16 with winds and snow. We still have a few more weeks till regionals to perfect our rockets.

Um..... if it isn't backslider, your rocket is doomed to somewhat fail epically.

My best time is about 7.5 seconds, and it was on the first backslider I made that actually worked. In addition, please may someone explain what the Barrowman Center of Pressure (something that I read about while doing research) is along with its importance in building a working backslider.

The Center of Pressure (CP) is used to make balanceing a rocket easier.
You want the Center of Pressure to be a bit behind of the Center of Mass (CM) to get the best sliding. The only way I know how to find the CP is to use Barrowmans equation which with a little number play will return your backsliders CP

My highest time is 17 seconds with a backslider. Is this good enough to win/or get close to winning states?

Depends on the State.
